The consultation for the 2013 edition of the Building Regulations is now live which includes Part L (conservation of fuel & power) which affects lighting. The Society has campaigned hard for the metric for lighting energy to move to consumed energy rather than luminaire-based performance and is recommending the use of LENI (Lighting Energy Numeric Indicator) as the tool for measurement in the future. We have the support of all our industry partners, including, IALD, ILP, LIA & PLDA for this move. The Society encourages all of our members – and their respective organisations - to respond to the consultation and support the move to incorporate LENI into this and future editions of the building regulations. The Scottish and Northern Irish regulations take the lead from Part L so by adopting it in Part L, Section 6 (Scotland) and Section F (Northern Ireland) should follow suit. The Department for Communities and Local Government have asked the Society to host key documents on the derivation and verification of LENI values and these can be downloaded below. The LENI values are based on illuminance values for the task being conducted so relate to SBEM and the Code for Lighting. All computerised lighting design software already include a LENI calculation option so it should become part of the design verification process. Response Form 1 for Section two (PART L) relates to the proposals for additional 'consequential' improvements in existing buildings, and the deadline for submission of these forms is 27 March 2012 Response Form 2 covers the remaining changes, and the deadline for submission of these forms is 27 April 2012. |
